    We shall evaluate the capabilities of Ghana meteorological Association and their ability to prediction the weather, particularly the rainfall and evaluate their error rate of prediction.     We would initiate some means of getting reliability and commitment from the Government and or the Ministry of Food and Agriculture for sustain subsidy of fertilizer supply. If possible, we shall sign Memorandum of Understanding for say five years recurrent subsidy contract with the Government. We will investigate an alternative contract, assurance or guarantee for the supply of fertilizers for the centers. Since the supply of fertilizer and its subsidy has been highly dependent on the government in power and erratic, any policy tilt in the supply of fertilizer can eliminate a whole series of agriculture businesses. Fertilizer is the principal cost in agriculture production, a major contributor of successful yield and next to water and or irrigation.
